The Black Patriots Foundation is building the Black Patriots Revolutionary War/National Liberty Memorial on The Mall at 14th St. The up to $25-million project is aiming to start in October, pending approvals. The memorial includes a figural wall counterbalanced by a wall of black granite, designed in a reverse arc carrying inscriptions on the memorial’s theme. The two walls, gradually rising from additional features, will frame a teardrop-shaped paved plaza. The north wall, made of bronze, is to depict men, women and children. The south wall, made of granite, is to carry the etched words of black patriots that reflect their aspirations. Franck & Lohsen Architects is the architect. The Four Seasons Hotel Corporate Offices is building the Four Seasons Condominiums (West Heating Plant Conversion) at 1051-1055 29th St. NW. The $100-million design-bid-build project is expected to start construction in October pending approvals. The 10-story building would be constructed after demolishing most of the existing West Heating Plant building, except for one wall. The 80-unit condo development overlooking an elevated one-acre public park on the southern portion of the site would also include a pedestrian bridge across the C&O Canal. MARYLAND

The National Institutes of Health is planning to build the NIH Vaccine Research Center (NIAID) Lab Bldg. 40 A (Addn.) C103754 in Bethesda. The $100-million project is expected to start in September and be completed in 2024. The project will include one six-story precast concrete addition, totaling 79,000 sq ft. The expansion will bring biosafety Level 2 and specialty laboratories to the building, which was designed to accommodate a future addition.

The Anne Arundel County Purchasing Office is planning the Maryland City Water Reclamation Facility Expansion in Laurel. The more than $37-million design-bid-build project is expected to start in October. The project includes an expansion of the reclamation facility to a capacity of 3.7 million gallons a day. It also includes an addition of a new process train, including tankage, process units and modifications to existing facilities as well as upgrading the headworks. CSX Transportation Inc. Corporate Headquarters is scheduled to begin construction this fall on the Howard Street Tunnel in Baltimore. The $263.2-million design-bid-build project is expected to be completed in 2024. The project includes  reconstructing and increasing vertical clearance of a 125-year-old tunnel to enable double-stacked container train traffic. CSX Transportation Inc. PENNSYLVANIA 

Bids are due at 2 p.m. on Sept. 8 at 900 Chestnut Ave. in Altoona for the Altoona Water Authority’s Bellwood Dam Renovation. The $18.5-million project is expected to start in October. VIRGINIA

Sentinel Data Centers has proposed the Sentinel Data Center (Phase 3) in Sterling. The $295 million design-bid-build project is expected the start in June. The project includes one building above grade for a total of 492,000 sq ft. Work start is pending permits. The schedule is to be determined. Herring & Trowbridge Architects is designing the project.
