Caroline Decker

Caroline Decker, a former Amtrak vice president in Washington, D.C., has been named to lead federal government affairs at WSP USA. Decker was Amtrak’s vice president of corporate communications and government affairs. She succeeds Cathy Connor, who retired.

Henrika Buchanan

Henrika Buchanan has joined HNTB Corp. as national transit practice consultant and vice president in Arlington, Va. Before joining HNTB, she was the Federal Transit Administration’s associate administrator for transit safety and oversight and chief safety officer. She also administered the transit funding program at the agency’s regional and headquarters levels and led its major capital project oversight and program oversight compliance. 

Christopher J. Griffith

Sparks, Md.-based engineering firm KCI Technologies Inc. has promoted Christopher J. Griffith to president. He retains his role as chief operating officer. Nathan J. Beil, who became president in 2006 and chief executive officer in 2018, remains CEO. Griffith joined KCI in 1997 after serving as an officer in the U.S. Navy Civil Engineer Corps. 

Phil Brault has been appointed director of operations in Consigli Construction Co.’s Washington, D.C., office. He moved  to Washington in 2018 to help build Consigli’s regional office. 

Beyer Blinder Belle has named Kevin Storm partner. Storm has done public and private-sector work. He leads urban design and planning projects for clients such as the University of Maryland Eastern Shore as well as the city of Hyattsville, Md.
