Earl "Chip" Mitchell has joined CH2M as president of the firm's oil, gas and chemicals business group. Mitchell has spent the last 25 years at Jacobs Engineering Group Inc., where most recently he was the firm's group vice president for the upstream, midstream and pipeline business. Previously, Mitchell was head of Jacobs' oil, gas and chemicals operations in Canada and had worked at M.W. Kellogg (now KBR), Howe–Baker Engineers (now CB&I) and Allstates Engineering.

FKP Architects has hired two employees. Jon Franklin rejoins FKP Architects as senior vice president and senior architect. He will manage FKP's team producing construction documents for the core and shell of the $506-million Texas Children's Hospital Pediatric Tower "E" Expansion, a 19-story critical care addition that will house the Texas Children's Heart Center.

Jan Madey has joined FKP as senior project manager and laboratory planner. Madey has been a grant reviewer for several National Institutes of Health grants for animal research and clinical facilities and was a presenter at the Labs 21 National Conference.

Roger Basarich has joined Corg an as vice president. He will oversee the firm's Houston office, which recently relocated to a larger space to accommodate growth. Basarich relocated to Houston from New Mexico, where he had practiced architecture since 1986 with Custer-Basarich Ltd. Architects and Merrick & Co.

Glenn Gregory has joined Garver's Texas transportation team as the Texas transportation director and vice president. Gregory has served in various engineering management functions in Austin and San Antonio, providing leadership and oversight for transportation, municipal, environmental and public involvement projects and GEC/PMC programs.

Lisa Martin has been named vice president. Martin currently leads Gilbane's companywide sales, marketing and innovation services group. She has been with Gilbane for more than 16 years.

Dustin Slack has joined JPI as vice president and development partner for the firm's new Austin office. Before joining JPI, Slack led teams at McShane Development Co., Forestar Real Estate Group and Trammell Crow.

Janis Brackett has rejoined Kirksey as vice president and community team leader. Brackett was previously vice president and senior project manager at HOK.

Paul Paris has been promoted to vice president, project development at Hill & Wilkinson General Contractors, Richardson, Texas. Paris began his construction career with Hill & Wilkinson in 1998 as a project engineer. During his tenure with the firm, he has served as project manager, estimator, senior estimator and director of preconstruction services.

Kitchell has opened a new Houston office and promoted two executives: Steve Whitworth, who has been named vice president, director of Texas region, and Chris Kirch, who has been named senior project manager.
