Jack Tobin has been elevated to CEO of Railroad Construction Co., Paterson, N.J. He is the first non-family member to lead the 100-year-old firm. Previously a vice president, he succeeds Al Daloisio, who continues as chairman.
STO Building Group, New York City, has named Ravi Shrivastava chief technology officer, a new company role. He was chief technology and data officer at Ryan LLC, with experience that includes data modernization and AI enablement.
Melissa M. Kiefer has joined Boston-based Suffolk as vice president of strategy for the construction firm’s health care and life sciences work across New York, New Jersey and Connecticut. She was vice president of project development, planning, design and construction at Hospital for Special Surgery in New York City, where she established and led its first in-house planning, design and construction team and shaped long-term capital plans, facilities development and project delivery, according to Suffolk.
Hanover, Md.-based Keller has promoted Kevin Dawson to senior price president of technology and corporate development based in Cumberland, R.I. He was vice president of the firm’s New England branch. David Finocchio was elevated to vice president of business development based in Boston.
Design firm VRX Inc. appointed Nuttapong “Nickey” Lea as director of federal business development. Based in New York City, he is a U.S. Army major and was a senior office engineer at KS Engineers.
Jerome Hajjar, a Northeastern University distinguished professor and CDM Smith professor of civil and environmental engineering, has been named interim dean of its College of Engineering, based in Boston. He succeeds Gregory Abowd, who stepped down July 1. Hajjar, a structural engineer who chaired the school’s civil and environmental engineering department from 2010 to 2025, is among 12 people in the U.S. just named a distinguished member of the American Society of Civil Engineers.
Navin Nitish joins WSP Global as senior vice president and national aviation market leader. Based in New York City, he was AECOM vice president for aviation strategy and growth lead for its U.S. East and Latin America region. Nitish leads WSP’s market strategy supporting aviation infrastructure development.
New York City contractor EW Howell Construction Group promoted David Casillo to manager of preconstruction and Matt Sturm to director of estimating. Casillo was previously director of estimating, and Sturm was the firm’s assistant director of estimating.
Columbia, a North Reading, Mass.-based construction management company, promoted Sharon Jozokos and Matt Arsenault to senior vice president. Jozokos helped grow the firm’s health care work and helped it expand in the academic, science and technology sectors, the firm says. Arsenault, Columbia’s director of interiors, has worked on more than 150 projects for clients such as Amazon and Wayfair.
Nathalie Pierre-Georges was promoted to assistant commissioner in charge of the construction portfolio for Brooklyn at the New York City Dept. of Design and Construction. She previously served as the agency’s director of infrastructure.
Hoffmann Architects + Engineers, New Haven, Conn., elevated Robert G. Delagrange to director, business development. Previously senior business development manager, he now oversees business growth firm-wide across the Northeast and the MidAtlantic regions and beyond.
