Architect-engineer Becker Morgan Group Inc., Salisbury, Md., has named Denise K. West chief operating officer. She was senior vice president of accounting and human resources at Insight Homes and is a board member of the Maryland Association of Certified Pubic Accountants. Becker Morgan is a full-service design firm that ranks at No. 222 on the Architectural Record Top 300 Architecture Firms list.
Civil & Environmental Consultants Inc., based in Pittsburgh, elevated Mike Sheleheda to chief operating officer in a planned succession. He had been chief technical officer and Northeast regional operations vice president.
Effective March 30, Peter J. O'Neil joins the American Society of Civil Engineers, Reston, Va., as CEO. He had been CEO of ASIS International, the association for global security professionals.
Tom Scerbo has joined WSP Global Inc. as New York metro regional executive in New York City. He was HNTB senior vice president and business development officer. Scerbo also is president of the Society of American Military Engineers. WSP also elevated Jack Schiavone to New England regional executive based in Providence.
The Construction Industry Round Table named Robert Corey Clayborne president, effective on April 1. He had been senior vice president, knowledge and practice, of the American Institute of Architects. Clayborne succeeds Mark Casso, a 27-year veteran in the role, who died in June 2025.
Boston-based Shawmut Design and Construction hired Chris Halliday as its first New England director of construction innovation and technology. He returns to the firm from a previous role as director and digital product lead at Holcim. Colleen Kelly joins Shawmut as director of regional business development. She was director of corporate marketing at Fenagh Engineering and Testing.
Ted Hallinan has joined Monday Properties, a Rosslyn, Va., real estate investment firm and developer, as senior vice president of construction, based in Washington, D.C. He had been vice president of program management at WSP Global Inc.
Bechtel, Reston, Va., has elevated John Platt to the newly created role of senior vice president of EPC transformation, which the contractor says “will change how [it] delivers engineering, procurement and construction services using advanced digital technologies, AI, automation and robotics.” Platt had been corporate manager of procurement systems.
Baltimore-based RMF Engineering has promoted Stephanie Lafontaine to principal. She leads the firm’s Boston-based mechanical design team after having joined the company in 2020.
David Rible has been elevated to CEO of the Utility and Transportation Contractors Association of New Jersey, succeeding Robert Briant Jr., who retired. Rible, former association executive director, had previously been a member of the New Jersey Assembly.
Vijay Gupta, former CEO of American Engineers Group, Mechanicsburg, Pa., has joined the New York City-based U.S. unit of SOCOTEC, a French risk management and technical consultant. It announced March 11 the acquisition of Gupta’s firm. He is now president of SOCOTEC’s AEG unit.
Milo Riverso and Thomas Z. Scarangelo were elected to the National Academy of Engineering. Riverso is a past president and CEO of STV Group Inc. and former president and CEO of the New York City School Construction Authority. Scarangelo is a managing principal and senior adviser at design firm Thornton Tomasetti and its former chairman and CEO. Both are Manhattan University engineering graduates.
