To enhance public infrastructure in this part of downtown Vernal, a revitalization project modernized existing utility services and created a more inviting and accessible environment. With numerous known and unknown underground utilities across the site, the team relied on careful planning and utility identification to avoid disruptions. Electrical service upgrades brought systems up to code, and newly installed convenience outlets support a range of community events.
Scope also involved converting overhead utility lines to underground power service, which required close coordination with individual customers and Rocky Mountain Power to upgrade service connections with minimal interruption.
This project helped elevate the standards for public infrastructure in downtown Vernal by enhancing the visual appeal and functionality of key parking areas. Improvements included the addition of new parking stalls and pedestrian walkways designed to foster community interaction and increase foot traffic to local businesses. Enhanced lighting was installed to improve safety and encourage greater public use of the space during evening hours.

The upgrades were not only focused on aesthetics and usability but were also part of a broader initiative to support the local economy by creating a more inviting and accessible environment for residents and visitors to shop and engage with local businesses.
The Vernal-based contractor BHI placed a strong emphasis on community and business relationships throughout the revitalization project. Close coordination with the city of Vernal, local utilities and nearby businesses was central to minimizing disruptions and delivering a project that met—and ultimately exceeded—its objectives. BHI established a regular meeting cadence with city officials and trade partners to maintain open lines of communication, proactively resolve issues and ensure quality, schedule adherence and budget control. Frequent face-to-face engagement with business owners allowed the team to address concerns quickly and collaboratively while fostering trust throughout the construction process.

The electrical upgrades significantly enhanced both function and atmosphere. Parking lot lighting improved safety and visibility, while decorative string lighting elevated the area’s nighttime ambiance. Electrical service upgrades brought systems up to code, and newly installed convenience outlets now support a range of community events.
The addition of electric vehicle charging stations also reflects a forward-thinking commitment to sustainability and supports local business traffic by enabling visitors to recharge while they shop. Each of these enhancements added long-term value to the area, transforming the space into a more vibrant, accessible and community-focused destination.
During construction, BHI was approached by faculty from a local school serving low-income students who invited representatives to speak about career paths in construction. Seizing the opportunity, BHI leadership organized a hands-on educational experience. A mini excavator was transported to the school, hard hats were provided and under close supervision, each student had the opportunity to operate the equipment.
