In 2019, the project scope was scaled back to align with shifting health care trends toward prioritizing outpatient care, requiring careful reassessment and redesign.

The project addressed various safety challenges including improper step ladder use and in particular, standing on the top rung. PCL implemented ladder guards, lightweight plastic barriers placed between the top step and cap of each of the 250 ladders with a bold “NO STEP” warning, resulting in a 90% decline in ladder misuse. PCL also introduced an app that let contractors reserve and track access to controlled access zones, which improved communication, stopped unauthorized entry and became an essential part of exterior work. Overall, the safety procedures helped teams work together more smoothly. The result is a hospital that is a vital resource for rural communities, combining innovation, collaboration and advanced design.
