Jose Jimenez

Gilbane Building Co. has named Jose Jimenez as national leader of its life sciences center of excellence. Based in Philadelphia, he was vice president for life sciences in its MidAtlantic region. Gilbane says it has completed more than 400 life sciences facilities in the U.S. The firm also promoted Tyler Swartzwelder to be vice president and Washington, D.C., business leader. He recently was an operations manager at the firm. Gilbane also named former senior business development manager James Dudt as business leader in Pittsburgh.

Turner Construction Co. has promoted Jim Lears to be vice president and general manager of its Maryland-based operations. The 23-year Turner veteran previously was a business manager. He also worked in field operations, finance and business development at the company.

Ilijana Soldan

Baltimore-based design firm Hord Coplan Macht promoted Ilijana Soldan to sustainability manager. The former project architect has experience working on education, commercial, office, retail, recreation, campus planning, mixed-use, residential and senior living projects and currently leads the firmwide sustainability action team, says the firm..

 

Donohoe Construction Co. has elevated Steve Crowder to president, effective July 1. A 16-year veteran of the Bethesda, Md., building contractor, he had been senior vice president and succeeds Steve Donohoe, who served in the role for 22 years and remains chairman of parent firm The Donohoe Cos. Donohoe Construction is one of its six operating divisions in contracting and real estate development in the Washington, D.C. metro area.

Michael B. Carroll

Michael B. Carroll was confirmed by the Pennsylvania Senate on May 3 as secretary of the Dept. of Transportation. A state representative for 16 years before stepping down in 2022, he was appointed by Gov. Josh Shapiro as acting transportation secretary in January. Since Carroll took office, PennDOT has put 229 construction projects out to bid totaling $869.5 million, the state says.


AE Works, a Pittsburgh building design and consultant, has named Kevin Brown as chief people officer. He had been in that role at engineering firm Ardurra and vice president of human resources at design firm Atkins. Brown also was an Instructor for 20 years in Florida International University's Dept. of Management and International Business. AE Works ranks among ENR Mid-Atlantic’s Top Design Firms and also on Architectural Record's Top 300 list of architecture firms.

Anastasia Fleckser

Anastasia Fleckser has been named president of Pennsylvania operations for American Global, a privately held construction broker. Based in Berwyn, Pa., she is a former senior vice president at Chubb.

Phil Rhodes has been promoted to group leader and now is an associate in AMT Engineering’s site civil group. The former senior project manager at the Rockville, Md.-U.S. Census Bureau headquarters. He is a past president and current board member of the Maryland chapter of the Design-Build Institute of America.

Mark Sudol, former chief of the U.S. Army Corps of Engineers regulatory program, has joined Washington, D.C.-based federal policy consultant Dawson & Associates as a senior advisor. He is  part of Dawson practice groups covering surface transportation and natural resource permitting, waterway and maritime restoration, and strategic and program management.   Dawson also had been  regulatory chief of the Corps Los Angeles district and environmental policy director of the Aerospace Industries Association, and is a former 
U.S. Navy flight officer.

The American Council of Engineering Cos., Washington, D.C., has promoted Steve Hall to executive vice president. He was senior vice president for government affairs. ACEC also hired Sandy Lynch as senior vice president of the reorganized membership, member organizations, business resources and education department. Lynch was vice president of communications, marketing and member services for the Associated Builders and Contractors. Daphne Bryant also is named full-time executive director of the 

ACEC Research Institute, as of July 1. She previously split her time between a role as senior vice president of membership and member organization services and as the institute’s executive director.

The American Public Transportation Association, Washington, D.C., named Christiana Cameron chief financial officer. She had been CFO of the Intelligent Transportation Society of America.

Luis German

Global engineering firm Amentum has hired Luis German as chief information officer. Before joining the Chantilly, Va.-based company, he was CIO of automotive electronics supplier Visteon.
