John Boulé has joined Dewberry as senior vice president and manager of its New York City office. He will also focus on the firm's transportation, water resources and facility engineering practice in the region as well as its post-Sandy rebuilding efforts and resilience initiatives in the Northeast. Boulé was vice president and resiliency director at Parsons Brinckerhoff, a role he took after retiring as commander of the New York district of the U.S. Army Corps of Engineers.

Donnelly Mechanical Corp. has hired Joseph A. DiPrisco as chief financial officer. He will also be responsible for managing the human resources and information technology functions of the business.

Cabrera Services Inc., East Hartford, Conn., has hired Ann E. Burke as senior business development manager. She has more than 20 years of experience in business development as well as proposal, program and project management.

The National Fire Protection Association has appointed Norris Harvey, deputy fire and life safety practice leader at Hatch Mott MacDonald, to the National Fire Protection Association's committee on road tunnel and highway fire protection. That panel maintains NFPA 502, which is related to road tunnels, bridges and other limited access highways, one of more than 300 codes and standards that the group maintains. Harvey is an international expert in the field of tunnel ventilation and life safety. Iain Bowman, also an HMM deputy practice leader for fire and life safety, was appointed an alternate.

Parsons Brinckerhoff has hired William Metzger as a supervising network engineer in New York City. He will be responsible for the conceptual development and design of large-scale data communication networks supporting technologies that include security, video and information transport systems, along with other initiatives for major transportation facilities.

Cleary Gottlieb Steen & Hamilton LLP has hired Patrick O'Sullivan as senior attorney based in New York City. He will concentrate on development transactions. Previously, O'Sullivan was executive vice president of the real estate transactions group at the New York City Economic Development Corp.
