The Ocean Beach Climate Change Adaptation Project would restore the San Francisco beach while creating barriers to ensure nearby infrastructure can withstand the impacts of coastal erosion.
The Los Angeles Board of Water and Power Commissioners approved the project, enabling the construction of the Donald C. Tillman Water Reclamation Plant in the San Fernando Valley.
But in a surprise, court majority agrees to not block federal EPA GHG emissions rule from taking effect as it weighs opponents legal challenge to the mandate.
