Leslie Duke

Leslie Duke is the new CEO at Burns & McDonnell. She succeeds Ray Kowalik, who has retired after 36 years at the firm. Duke had been regional president and general manager of its South Central region.

Reynolds, Smith & Hill has promoted Brendan Caroll to Colorado transportation market leader. Based in Denver, he previously served as its water resources group leader. Recognized as an ENR 2023 Top Young Professional, he has led multiple projects for the city of Boulder and the Colorado Dept. of Transportation.

Catamount Constructors has hired Jared Ford as president of its build to rent and multifamily sector operation. With two decades in the industry, his experience includes projects totaling $7.25 billion, says the firm. Elaine Kanelos has also joined Catamount as vice president of national business development.

Brad Jeanneret has been named president and chief operating officer of Greeley, Colo.-based contractor Hensel Phelps. He was its executive vice president. Mike Choutka continues in his role as chairman and CEO. Brandon Agnell was promoted to operations manager. He has completed more than $3.2 billion worth of projects over a 23-year career and is working on a Meta data center project in Kuna, Idaho.

Jack Tate

Jack Tate is now president and CEO of the Associated Builders and Contractors Rocky Mountain chapter, which says it has more than 100 merit shop members in Colorado and Wyoming. He was a Colorado state senator and state representative and led nonprofit and for-profit organizations.

BBG Construction Law, a unit of law firm Beltzer Bangert & Gunnell LLP, Greenwood Village, Colo., has promoted Djenita Svinjar to partner. She is a board director of the Denver chapter of the National Association of Women in Construction and of the Colorado Supreme Court Board of Law Examiners law committee. Michael Zehner has also been promoted to firm partner. Primarily a litigator, he is chair of the Colorado Contractors Association Associates Council and teaches a graduate course on legal aspects of construction at the University of Colorado-Boulder.

Ryan Balakas

Ryan Balakas was promoted to vice president and general manager of Saunders Commercial Construction LLC, Denver. A 17-year veteran, he expanded its Express Services and Norwood Construction units. Dale Schneider, Express Services general manager, now has the same role at Saunders Concrete Structures LLC. Derek Breier, Nathan Wilks and Allan Williams have been promoted to newly created area manager roles for three Colorado regions. Curtis Underwood and Sean Jackson have been elevated to construction manager and general superintendent, respectively, and Matt Johnson joins the firm in the latter role.

Parametrix has hired Kip Davidson as a senior engineer in its Boise-based transportation group. He was a project manager and project engineer at professional services firm Horrocks, serving as a manager on the reconstruction of I-84 in Caldwell, Idaho. Davidson is past president of the southern Idaho section of the American Society of Civil Engineers.

Anita Johnson and Brent Johnson have joined LRE Water, Denver, as head of its new mining services group in Golden, Colo., following the firm’s acquisition of HydroGeoLogica Inc., of which they were owners. That company is a global consultant focused on mine water and waste management, says LRE Water, a unit of Spheros Environmental.
