Brandy Smart

POWER Engineers Inc. has elevated Brandy Smart as lead of its new environmental construction support service department, based in Houston. She joined the Hailey, Idaho-based company in 2022 after more than 20 years of experience in electrical transmission and distribution and oil and gas sectors. The department will support major utility construction projects and others in the energy sector. Founded in 1976, POWER Engineers is an employee-owned company with 50 offices and more than 3,500 staff across North America.

Todd Reeves

Todd Reeves was promoted by Skanska to vice president from account manager in Dallas-Fort Worth. He started at the firm as an intern nearly 25 years ago and previously was a project executive. As leader of Skanska’s North Texas team, he manages project development and regional growth.

Primoris Services Corp. welcomed two industry experts to its power delivery business within its utilities segment. James Pratt now serves as president of power delivery, and Michael Luckey is senior vice president of major projects.

Tara Wineinger has joined RS&H as executive vice president and chief people officer. She will design and lead strategy and processes related to building, engaging and retaining the firm’s workforce and supporting its strategic vision and growth objectives.

Valerie Collins

Pape-Dawson Engineers announced the promotion of Valerie Collins to vice president. She has more than 26 years of experience, including 15 years with the San Antonio-based firm. In her new role, Collins continues to lead implementation of environmental compliance for Pape-Dawson projects. The firm also promoted Toby Flinn to vice president. Flinn has 27 years of experience, including work as a construction engineer and military officer, where he worked on vertical construction, infrastructure development, construction feasibility, civil design and logistics.

Stephen Bradford

Sundt Construction promoted longtime employee-owner Stephen Bradford to senior vice president and district manager overseeing municipal water and wastewater projects in Texas. He began his career as a field engineer before transitioning to preconstruction. During his 16-year career with Sundt, Bradford has worked on water and wastewater treatment facilities, manufacturing projects, power plants and mining projects.

Dallas-based architecture, design, procurement and project management and development firm Premier has hired James Sims as its director of architecture. He will head the architecture team in developing and implementing clients’ architectural vision and strategy. Additionally, Patrick Burke has joined Premier as senior vice president of architecture. He has more than 30 years of industry experience, leading teams in completion of ground-up developments, acquisitions, remodels and renovations. In his new role, Burke will focus on the company’s work in the hospitality and multifamily sectors.

Joeris General Contractors, an employee-owned company based in Austin, has named Ryan Rummel chief financial officer and promoted Ryan Doege to chief business officer. Doege will oversee the company’s accounting team, human resources and information technology functions while also implementing initiatives related to project control and data analytics.
