A former mattress warehouse was converted to create a 115,000-sq-ft multi-use operations and administration building for Harris County Emergency Services District 9. The team renovated existing space, remodeled the existing exterior and made approximately 40,000 sq ft of building additions—including a new entry and meeting spaces.

Crews performed selective demolition of portions of the existing building on the $23.2-million renovation. The building envelope was compromised, requiring slab and roof replacements, new and infilled openings in tilt-wall panels, replacement windows and new curtain wall.

While preparing a high-bay slab-on-grade for polishing and sealing, it was determined that the slab had hollow areas beneath the top surface that indicated debonding of the concrete surface layer. In determining a repair method for the de-bonding surface layer, the owner received a superior end product at no additional cost with limited impact on the schedule.
