Among other functions, the $23.74-million Water Quality Laboratory provides sampling and analytical support to five regional water-recycling plants, a groundwater recharge program for process operations as well as compliance monitoring.

The project earned LEED Gold certification for the lab by recycling materials, reducing water use and improving energy efficiency. Water savings resulted from a 20% reduction in landscape water use, a 100% reduction in potable water used for landscaping and an 85% reduction in potable water for sewage and waste.

A California Environmental Quality Act (CEQA) study required monitoring for significant archaeological and paleontological resources likely to be found on the project site. CEQA also mandated that work be halted until nesting season was over.
