Fusco Enterprises and CornerstoneTracy are seeking to build the College Square mixed-use apartment facilities in Newark. The $30-million project would include 299 units in two buildings, each four stories above grade. The project would also include 325,000 sq ft of retail space. District of Columbia

The Global War on Terror Memorial Foundation is planning the National Global War on Terrorism Memorial on the National Mall. An advisory board is selecting a site on the mall for the design-bid-build project, which has been valued at as much as $40 million. The project is in preliminary stages of funding and design. Maryland

The city of Bowie Dept. of Community Services is replacing the existing Bowie Ice Arena. The $28-million project includes two ice rinks. The project’s advancement depends on funding and approvals. The University of Pittsburgh is seeking proposals for construction management at-risk services for the Pitt School of Medicine Scaife Hall expansion and renovation. Pennsylvania

The Pennsylvania Turnpike Commission, Penn State University and the Pennsylvania Dept. of Transportation are in the predesign phase for PennSTART, a new training and testing facility in Harrisburg. Officials anticipate that the $9-million facility will be operational by 2020 and benefit emergency responders, transportation organizations and research institutions. Site selection is underway. Virginia

Capital One Financial Corp. is proposing the $90-million Block A–Building 1-Office/Retail project in Fairfax. The design-bid-build project would include a 26-story structural-steel building totaling 613,000 sq ft that would have more than 10,000 sq ft of ground-floor retail. Bonstra Haresign Architects is the architect, and William H. Gordon Associates is the civil engineer. The permitting process is underway, and the project is expected to begin on Sept. 1.
