Contractor J. Fletcher Creamer & Son Inc. has promoted Richard V. DeNicola to vice president.

Ray Blom has been named a commissioning project manager in the special projects division of HVAC construction company Donnelly Mechanical. He previously worked at Heritage Mechanical Services, which is part of EMCOR.

Joseph Cattafe has become a senior hydrogeologist at engineering, architecture, environmental and construction services firm HDR in Mahwah, N.J. He was previously at CDM Smith.

Management and general construction firm LeChase Construction Services LLC has promoted several employees. Russell B. Smith and Peter Muench were elevated to vice president. Jerrod Garrett was appointed director of corporate environmental, health and safety. Jeffrey Panza is now regional operations manager for the Buffalo and Niagara region.

T&M Associates has hired Robert Hunter as site development division manager of the consulting firm’s Mount Laurel, N.J., office. He was previously a project manager at Bohler Engineering.

Nicholas A. Mendoza has been named agency chief contracting officer at the New York City Dept. of Design and Construction. He was previously vice president of the New York City Economic Development Corp.

Macaulay Campbell has been named associate principal, corporate workplace, for AECOM’s buildings and places practice within the design and consulting services group. He was previously director of brand strategy at Ted Moudis Associates.

Matt Malone has become leader of the science and technology practice at architectural firm Perkins + Will’s New York studio. He was CannonDesign’s associate vice president for science and technology planning and architecture.

The Northeast Regional Council of Carpenters, which represents 40,000 workers in New Jersey, New York and other states, has announced two executive promotions: David Haines, to assistant executive secretary-treasurer, and William Banfield, to New York state regional manager.

Theodora Diamantis has been promoted to vice president of construction and development at Skanska’s metro New York building unit.

Hoisting, scaffolding and protection system company Universal Builders Supply (UBS) has promoted Chris Evans to president.

Jim Dray has been named chief information officer at engineering firm Thornton Tomasetti. Previously, he was a corporate vice president of information technology at AECOM.

Eugene Sobecki has been promoted to director of national sales and military business development at Acrow Bridge.

Michael Moskowitz has been promoted to vice president at construction management services firm STV.

Feniosky Peña-Mora has become senior executive adviser of M&J Engineering. He was previously commissioner of the New York City Dept. of Design and Construction. He is also a professor of engineering and computer science at Columbia University.
