Based on current market conditions and the impact oil prices have on the overall area, Hughes says there is “casual optimism” in West Texas. “Members are busy, perhaps too busy, and pressured at times when there are not enough subs or workers to meet the demands of the current jobs,” she says. Several universities have projects under construction, thanks to $3.1 billion in tax revenue bonds passed by the Texas Legislature. “We have numerous universities that have projects under construction and projects forthcoming in 2017,” she adds.
