EVERETT
Brad Everett has been named president and chief operating officer with Austin, Texas-based civil contractor J.D. Abrams. Everett, who has been with Abrams for more than 30 years, managed its Austin and El Paso, Texas, markets prior to assuming his new role. He succeeds Jon F. Abrams, who remains CEO and chairman of the board.

Steve DeRouen has been named vice president with the Lake Charles, La., office of ISC Constructors, a contractor serving chemical processing, petrochemical, refining, power and pulp and paper industries. DeRouen has more than 25 years of experience in engineering, maintenance and operations with an industrial chemical manufacturer.

David Winfrey has been named principal with the Dallas office of architect and engineer SmithGroupJJR. Winfrey, who serves as health and science and technology studio leader for the Dallas office, has more than 15 years of experience in architecture, specializing in project design and client management. He is responsible for planning and design of general and specialty hospitals, cancer centers, ambulatory surgery centers, medical office buildings and research and teaching laboratories.

MURTHY
Thandav Murthy has joined design and construction firm HNTB Corp. as vice president and group director for federal services with the firm's Plano, Texas, office. In his new role, Murthy will guide collaborations among HNTB and several federal agencies.
