Carmen Bailey has joined Skanska's Atlanta office as environmental, health and safety manager for the St. Francis Hospital expansion project in Columbus, Ga.


Kevin Thibault, vice president and market development manager with Parsons in Tallahassee, Fla., has been named 2012 chairman of the board for the advocacy group Floridians for Better Transportation. Thibault previously served in a variety of leadership positions with the Florida Dept. of Transportation.

Tom Malerk has joined the Florida Concrete & Products Association in Orlando as director of transportation engineering. Malerk previously served as the director of the Florida Dept. of Transportation's state materials office. The association promotes the use of concrete products.


Dennis Pruitt was promoted to the position of executive vice president for Waldrop Inc., the Spartanburg, S.C.-based mechanical contractor. With 18 years of mechanical contracting experience, he will oversee the company's commercial and industrial construction operations. Waldrop has also promoted Jamie Porterfield to executive vice president. In addition to leading commercial and industrial projects, Porterfield will oversee Waldrop's solar business unit and assist with residential and service capabilities in the Upstate region of South Carolina. Waldrop also promoted Johnny Leazer to chief financial officer. Leazer has been with the firm for four years.



Vince Price has joined Balfour Beatty Construction's Georgia division in Atlanta as senior project manager for the contractor's interiors and special projects group. The company says he will have operational responsibility for that unit.

Tom Cross has joined McKim & Creed's Tampa office as a senior project manager. In this role, Cross will assist with client relationships and project management. He has more than 18 years of experience with water supply, treatment and distribution as well as wastewater conveyance and treatment. Cross is also an adjunct professor at the University of South Florida's Dept. of Civil and Environmental Engineering. The school is based in Tampa.

Dave Bridenbaugh has rejoined specialty contractor Energy Air of Orlando as vice president of the firm's commercial division. He has more than 36 years of industry experience, including 18 years with Energy Air.

Gene Davis has joined Stantec as senior railway engineer, where he now leads the firm's freight and commuter railway services for the Southeast, based in Duluth, Ga. Davis has more than 27 years of rail industry experience, including operations, economics and engineering. He had worked at Norfolk Southern Corp. for 18 years.

Rodrigo Pigna has joined Miller Legg, where he now oversees the management and operations of the firm's engineering practice based in Miami. Pigna has 24 years of industry experience, including water and wastewater systems, urban roadways, stormwater management and land development.
