When bids came in $46 million over budget, the project underwent extensive value engineering—accomplished while preserving the program and functionality. Multiple procurement packages allowed for a design-build approach to such elements as a five-level parking structure, three-level rental-car building, a pre-engineered customer service building, a bus station and an elevated walkway. More than 100, triple-pendulum-bearing isolators were installed on columns to minimize seismic motion. The $91.8-million facility can serve as a regional earthquake command center.
