According to Zinsmeister, members have expressed concerns over recent enforcement of new access restrictions for construction vehicles during rush hour by the Washington, D.C., Dept. of Transportation. He says that in many instances, contractors have had to stop work on projects due to the restriction, often while keeping workers on the clock. "One contractor told us that this has caused a 35% increase in the cost of his services because of time wasted," Zinsmeister says.
