Tom Horsting, Ralph Wadsworth and Mike Hoover Selected as 2026 ENR Mountain States & Southwest Legacy Award Winners

ENR Mountain States & Southwest is pleased to announce the winners of the 2026 Legacy Awards. They are Tom Horsting, executive vice president (retired) with Adolfson & Peterson Construction for Colorado/Wyoming; Ralph L. Wadsworth, founder/CEO (retired) of Ralph L. Wadsworth Construction Co. for the Intermountain area of Utah, Idaho and Montana; and Mike Hoover, executive chairman, Sundt, for ENR's Southwest states (Arizona/New Mexico).
A story profiling their accomplishments will appear in the March 2 issue of the magazine.
The Legacy Awards are presented annually to individuals who have achieved a lifetime legacy of service in design and construction, and who have offered their time and expertise in giving back to the profession and to the communities in which they live.

During Mike Hoover’s tenure as CEO, Sundt's revenue increased fivefold, and the firm rose to number 46 on the ENR Top 400 Contractors ranking while expanding from four states to 24. Today this 135-year-old company is one of the industry’s largest and most diverse employee-owned contractors. Hoover’s legacy also extends to workforce development and training, with a particular focus on the skilled trades. His passion for education and skills-building led to the creation of the G. Michael Hoover KAPBCS Training Center, a state-of-the-art facility designed to train the next generation of builders. Mike also established official benchmarks for the Sundt Foundation’s charitable giving and participation goals; through his leadership and example, the company recently crossed the $18 million mark in donations.

Tom “Tommy” Horsting
Fresh out of the field as a concrete foreman, Tommy Horsting didn’t just join Adolfson & Peterson, he helped build it. Over the next four decades, as the contractor expanded its regional reach and grew to more than 300 employees, Horsting progressed through the firm’s ranks to lead more than $1.9 billion in completed work. His influence in the community was as genuine as it was generous. Each December, without fail, he would arrive at the AP office with his pickup truck loaded to the brim with toys, gifts and food for families in need, personally contributing to the firm's holiday giving campaigns he founded decades earlier. In retirement Horsting serves as a strategic client advisor for AP, leveraging his relationship-building skills and decades of insight to strengthen partnerships and support the firm’s emerging leaders.
Ralph L. Wadsworth
Ralph L. Wadsworth
Ralph Wadsworth founded the Salt Lake City-based heavy/civil Ralph L. Wadsworth Construction Co. in 1975. A pioneer in accelerated bridge construction, he gained national recognition for introducing innovative methods like moving entire bridges into place overnight to minimize traffic disruption. Ralph was involved in many high-profile transportation projects across Utah, including the $1-billion I-15 CORE project and the bobsled and luge tracks for the 2002 Salt Lake Winter Olympics. He is also known widely for his philanthropic endeavors, such as starting the National Guard Charitable Trust Fund in the 1990s and his work to fund and build a Boys and Girls Club. He received the prestigious AGC of Utah’s Eric W. Ryberg Award in 2021 for his outstanding service to the industry.
