ENR West 2025 Northwest Owner of the Year: The Willamette Water Supply Program
The program's new seismically resilient water treatment plant will initially produce up to 60 million gallons of water per day (mgd) but will be designed for a maximum of 120 mgd.

ENR West has chosen the Willamette Water Supply Program as the 2025 Northwest Owner of the Year.
The program, aimed at creating a new water system able to handle the expected growth in Oregon's Washington County, is one of the largest public works projects in state's history. The partnership between the Tualatin Valley Water District, City of Hillsboro and City of Beaverton is aimed at creating a new $1.6 billion seismically resilient water service for the customers of all three entities.
When completed, the system will source water from Willamette River and then that will tap, treat and deliver up to 120 million gallons each day within the county.
The works involved in the project include a 29.5-mile pipeline system with 25 tunnels (now at 98% completion), a 60 MGD water treatment plant (now at 65% completion) that includes a 15-million-gallon water storage tank as well as raw water facilities for river intake at the Willamette River
Stantec, Kiewit, CDM Smith and P&C Construction are among the firms involved with the project which is on track for completion in 2026.
