ENR MidAtlantic Selects C3M Power Systems as 2026 Specialty Contractor of the Year

C3M Power Systems, ENR MidAtlantic's 2026 Specialty Contractor of the Year, supports several community organizations, including Catholic Charities’ SHARE Food Network. Located in Washington D.C., the charity provides wholesome and nutritious food to families and individuals at a reduced cost.
For the second time in seven years, ENR MidAtlantic is pleased to announce C3M Power Systems LLC as its Specialty Contractor of the Year. The Capitol Heights, Md.-based full-service transportation systems specialty contractor won the award for the first time in 2019.
ENR's regional Specialty Contractors of the Year demonstrate growth and revenue in their respective region, as well as innovation, creativity and a commitment to give back to their communities. C3M will be featured in the October issue of ENR East, which will also include the region's Top Specialty Contractor rankings.
The ENR East ranking of specialty contractors includes firms doing business in Connecticut, Delaware, Washington, D.C., Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia and West Virginia. Rankings are based on total regional construction revenue of participating companies, and also include breakouts by state revenue and various specialties and disciplines, as applicable.
C3M had strong revenue growth from 2024 to 2025 and is projected to exceed $200 million this year, a 75% increase in only two years. The firm attributes its success to its ability to deliver challenging projects. C3M also says it has diversified its business to add government, water, aviation, and temporary power and enabling work to its core market of transportation.
The firm has also expanded geographically and is currently working across the U.S. as far west as California and Washington state and as far south as Georgia and Texas.
C3M, as part of the Clark Construction Group, gives back to communities where it works through philanthropy, volunteer hours and community revitalization, including hunger relief, education, and STEM mentorship. Employees participate in community projects such building playhouses to donate to deserving families through Habitat for Humanity, helping to bag dry food items for distribution to community organizations with SHARE Food Network, and shopping, bagging, and restocking groceries with Bread for the City.
The firm also support small businesses and workforce development through Clark’s Strategic Partnership Program, which helps grow capability and capacity of small businesses, and Crafting Futures, an event for people to explore high-demand careers in the construction industry and learn new skills. The A. James & Alice B. Clark Foundation also has a history of supporting community organizations, hospitals, and educational institutions.

Maryland Transit Administration’s Purple Line, Montgomery and Prince Counties, Md.: The new 16.2-mile light rail transit system is a $9 billion project with 21-stations The project is set to connect two well-developed Washington, D.C., suburban counties in one of the largest U.S. transit public-private partnerships.
Renovation of Amtrak’s Ivy City Yard, Washington, D.C.: Set to open in phases through 2030, the 860-ft-long maintenance facility includes more than 55,000 sq ft. for daily inspections, service and cleaning and more. Another 205,000 sq ft of renovated space within the existing rail yard footprint will include five maintenance and inspection tracks with inspection pits, drop tables, sanding systems, and fueling pads at each end, as well as four service and cleaning tracks.
Desert Storm and Desert Shield Memorial, Washington, D.C.: The memorial commemorates and honors those who, as members of the Armed Forces, served on active duty in support of Operation Dessert Shield.
