Walter P Moore and Associates expert says the project, which the firm and Rice University are designing, involves constructing an island chain to protect industry in the Houston Ship Channel from hurricane impact.

The 2.2-million-sq-ft project will double the facility size, establishing the firm as one of only a few U.S.-based manufacturers of truck and bus radial tires.
