WSP in the U.S. has elevated Avygail Sanchez to a leadership role in state and local government affairs for the West and appointed Donna Estacio as managing director of government affairs in Los Angeles. Sanchez brings more than 20 years of experience driving strategy and market expansion, while Estacio, who previously served as WSP’s West region government affairs lead, will oversee operational execution and alignment.
Suffolk has hired Amy Engel as director of West Coast education, strengthening its higher education strategy. Based in San Diego, Engel has more than 40 years of experience in delivering large-scale university projects. Previously, she led major capital programs at UC San Diego and the University of Washington, overseeing projects spanning housing, labs and medical facilities.
STV has announced multiple leadership updates across its West operations. David Watson has been promoted to senior vice president. He will continue to lead PM/CM expansion and major infrastructure programs. Anna Harvey has been appointed vice president and Northern California area manager for transportation, overseeing growth and project delivery. Crystal Chan joins as vice president and West area manager for the buildings group, leading operations, business development and client engagement across the Western U.S.
Skanska has promoted Eric Marsh to vice president–account manager, expanding his leadership across key Northwest clients. Based in Seattle, Marsh will oversee major accounts including Boeing, Sound Transit and the Port of Seattle and will continue to work with higher education clients. With 12 years at Skanska, he brings broad experience across multiple sectors and a strong track record of delivering complex projects and building high-performing teams.
Vancouver, British Columbia-based Kryton International has promoted longtime executive John Andersen to vice president of sales. With more than 35 years in the concrete industry and 18 years at Kryton, Andersen has driven adoption of crystalline waterproofing technologies across Western Canada and North America, including at the U.S. Navy’s Dry Dock 5 in Pearl Harbor, Hawaii. In his new role, he will expand market reach and support international growth, building on a track record of developing high-performing regions and strengthening industry relationships.
DPR Construction has appointed Kelly Pratt to lead its Pacific Northwest business unit based in the firm’s Seattle office. A company veteran since 2006, Pratt brings extensive regional experience delivering complex life sciences, health care and commercial projects. In her new role, Pratt will guide strategy and team performance, helping clients navigate market volatility through integrated delivery, innovation and transparent project execution.
Parametrix has promoted Anne Timmermans to division manager overseeing program and construction management in Washington state. A nine-year veteran of the firm, she specializes in heavy civil infrastructure and alternative delivery methods. She previously served as president of CMAA’s Pacific Northwest chapter. Jim Dugan has been promoted to division manager, leading the firm’s Tacoma owner’s representative office. Dugan will focus on business development, staff mentorship and project delivery and continue his leadership involvement with Washington’s Project Review Committee and industry organizations.
