US Navy Selects 12 Firms for $990M Indo-Pacific IDIQ Contract Project Awards

The U.S. Navy has picked 12 bidders to compete for task orders under a combined $990-million indefinite delivery/indefinite quantity multiple-award construction contract covering a variety of infrastructure projects at locations across the Indo-Pacific region.

The contract awarded by Naval Facilities Engineering Systems Command (NAVFAC) Pacific is expected to cover a variety of types of design-build projects. It falls under the U.S. Dept. of Defense’s Pacific Deterrence Initiative, which focuses on matching China’s military buildup pace and developing "a resilient security architecture as part of a modernized joint force,” Defense officials say.

Sixteen firms submitted for the work. The 12 selected contract awardees include Black Construction-Tutor Perini JV; CDM Constructors Inc.; Conti Federal Services LLC; ECC Expeditionary Constructors LLC; Icon SI (AUST) Pty Ltd.; MVL USA Inc.; Nan Inc.; Pacific Rim International LLC; RELYANT Global LLC; Sea Pac Engineering Inc.; and SLSCO Ltd, according to a Defense Dept. notice.

The contract structure allows for “rapidly deployable construction capability” for various resilient infrastructure projects, said Garrett Fong, director of the U.S. Indo-Pacific joint posture management office, in a statement.

The contract has an eight-year term.

“This award represents a significant milestone and the culmination of NAVFAC Pacific’s innovation in working with industry partners to develop this tool for accelerated infrastructure delivery,” said Capt. Chris Coggins, NAVFAC Pacific deputy commander for operations in a statement.

Officials awarded the first $1.3-million task order to Sea Pac Engineering for work on a command-and-control facility and interagency fusion center in Isabela, Philippines, with work set to finish in July 2026.

Other construction under the contract will be done in the Caroline Islands, Commonwealth of Northern Marianas Islands, Northern Territory Australia, Papua New Guinea, Timor Leste, Singapore, Malaysia, Thailand, Indonesia, Vietnam, Nepal, Sri Lanka, Fiji, Maldives and other areas.
