Richard Cavallero now is CEO of LiRo-Hill, following the Sept. 4 announced integration of units of project management consultant Hill International in New York City and New England into LiRo Group, a Syosset, N.Y., construction manager. He was LiRo Group CEO since 2021. LiRo Group and Hill both are units of investment firm Global Infrastructure Solutions Inc. LiRo-Hill says it now has 1,200 employees but did not disclose how many came from Hill.
David Thornhill has joined AE sector management consultant Morrissey Goodale as vice president in New York City. He was CFO and COO at AKF Group, which was recently bought by WSP Global. He was a financial manager at Jacobs.

Arthur Metzler has joined CMTA, an MEP services firm after the purchase of New York City engineer-CM firm AMA Group, of which he is founder and was CEO. CMTA is owned by Legence. Metzler is “executive officer of AMA Group staff,” said a Legence spokesperson. About 250 AMA employees joined CMTA/Legence, both owned by investor Blackstone.
Sally Librera has joined the Brooklyn-based unit of U.K. utility National Grid as president. She was in senior vice president roles at AECOM and the Metropolitan Transportation Authority. Librera leads a unit that serves 1.9 million gas customers in New York City and Long Island along with 600,000 gas and 1.6 million electric customers upstate. The utility is set to invest $21 billion in clean energy projects in New York over the next five years.
BOND Brothers Inc., a Medford, Mass.-based CM and civil contractor, has named Matthew Mead as vice president of technology. He had been chief administrative and information officer at The Middlesex Corp.
