Shalonda A. Baldwin

Shalonda A. Baldwin has been named transportation business line leader for Northern California at WSP. Baldwin joined the firm in 2022 as senior vice president for the advisory enterprise management and strategy team. She is based in the firm’s San Francisco office. Baldwin previously served on President Biden’s National Infrastructure Policy Committee. Her career includes stints as executive officer for Los Angeles Metro and commissioner for the County of Los Angeles, Workforce Development, Aging and Community Services. Luis Porrello, a WSP senior vice president who previously served as West region development director, assumes the California district leader role. He is based in Irvine, Calif. John Fisher, a senior vice president who is currently leading WSP’s state and local government affairs for the West region, will succeed Porrello as West region development director. He is based in San Francisco.

San Jose, Calif.-based electrical contractor Rosendin has named Keith Douglas as its new CEO. Douglas, who will also join the firm’s board of directors, was previously chief operating officer of the company’s Eastern region and served on the executive leadership team. Matt Hisaka has been named Rosendin’s new chief financial officer. Most recently, Hisaka was vice president and chief accounting officer for the firm. Current CEO Mike Greenawalt will move to CEO emeritus, and current CFO Lorne Rundquist will become CFO emeritus following 36 years with the company. Both will remain on the executive leadership team.

Don Haase has been named president of Sacramento-based construction management firm Kitchell CEM. He takes over from Wendy Cohen, who moved into the role of president and CEO of the Kitchell Corp. earlier this year. Haase was the firm’s senior vice president of operations prior to the promotion.

Peter Aarons

Infrastructure consulting firm TYLin has named Peter Aarons as aviation sector leader and senior vice president for the Americas overseeing the firm’s airport engineering, design and project management services. He previously served as aviation development director, aviation and federal with Burns & McDonnell and West division aviation director, associate vice president with HNTB. He will be based in Los Angeles.

Los Angeles Mayor Karen Bass has selected Laura Rubio-Cornejo as the new general manager of the Los Angeles Dept. of Transportation (LADOT). Rubio-Cornejo currently serves as the city of Pasadena’s director of transportation and previously held senior roles at L.A. Metro.

Perlo Construction has hired Chris McInroe as vice president and part of the firm’s executive leadership team to help with the Tualatin, Ore.-based company’s strategic plan for market expansion.

Felice Presti, a principal vice president at Bechtel, has been named the project manager for the Waste Treatment and Immobilization Plant (WTP) in Richland, Wash. WTP is a Dept. of Energy project on the Hanford Site that, when completed, will transform low- and high-level waste currently stored in tanks on site into an immobilized glass form safe for disposal. Presti previously served as deputy technical director and design authority of WTP in 2014 and in several other leadership roles before becoming WTP deputy project director, a position he held for three years.

Usman Shuja

Pasadena, Calif.-based Bluebeam has named Usman Shuja the A/E/C software firm’s CEO. Shuja will also serve as group chief division officer of the build and construct division for Bluebeam parent Nemetschek Group. Previously, Shuja served as vice president and general manager for Honeywell’s connected buildings division. Former Bluebeam CEO Jon Elliott remains with the company in an advisory capacity. Miekie Liebenberg will join Bluebeam as COO. He previously served at Daimler Truck North America, where he led operations and sales support.

Alice Chuan

Alice Chuan has been named CFO for San Jose, Calif.-based Blach Construction. Previously the CFO for Rudolph and Sletten, Chaun will have full oversight of Blach’s finance and accounting team and is a member of the cross-functional Blach leadership team that manages overall firm operations. Blach has promoted John Kern as the firm’s director of information technology. Kern previously oversaw global IT services for Cisco’s corporate mergers and acquisitions group.

Sean Holliday has joined XL Construction as director of the firm’s commercial division. Holliday will have oversight of XL’s commercial market sector, which includes corporate office/campuses, building repositioning, tenant improvement work and multifamily residential. Prior to joining XL, Holliday was president of Skyline Capital Builders.

Infrastructure engineering software company Bentley Systems has named Bill Panos as senior director, North America transportation, based in Irvine, Calif. Panos will lead the growth of Bentley’s enterprise public sector programs and transportation partnerships. Panos previously served as director and CEO for the North Dakota Dept. of Transportation (NDDOT) and the Wyoming Dept. of Transportation (WYDOT). He also served as a director for the city and port of West Sacramento, Calif., as construction executive for the state of Washington and as a state agency director for the Commonwealth of Massachusetts.

San Diego-based The Kleinfelder Group has promoted Matt Pickard to vice president and director of health and safety. Most recently, he served as the firm’s East division health and safety manager. He previously worked for Bombardier as health and safety manager.

Daven Oswalt has been named Gannet Fleming’s senior vice president and senior director of the firm’s water and environment business line. He previously served as a senior vice president for water operations at TYLin and AECOM.

Matthew Tucker

Matthew Tucker has joined HDR as the firm’s global transit director based in San Diego. Tucker previously served as the CEO of the North County (San Diego) Transit District, as the executive director of the Virginia Dept. of Rail & Public Transportation and the COO of the Santa Clara Valley Transportation Authority.

Sundt Construction has promoted Samuel Reidy to senior vice president and district manager for municipal water and wastewater in the Western U.S., based in San Francisco. Reidy previously served as vice president of the firm’s industrial group.

HOK has announced the appointment of Amine Khemakhem as a principal and firmwide director of its global health care practice. Khemakhem, who previously served as the health care leader for CannonDesign, will be based in Los Angeles.

Bradley G. Graham has joined Pasadena, Calif.-based ACCO as chief financial officer. Graham served as CFO for Environmental Chemical Corp. and vice president, operational finance and corporate controller at Granite Construction.

Mike Byrne

W.E. O’Neil Construction has promoted Mike Byrne to executive vice president of California. He assumes this new position in anticipation of taking over the role of president of the firm’s California region in 2025. Brett Dolan has been named W.E. O’Neil’s chief human resources officer, based in the firm’s Los Angeles office. W.E. O’Neil created the new role to enhance a human resources functions across the growing company.

Brett Earnest has joined Suffolk as executive vice president of the national centers of excellence (COE) program. He previously served as division president of the Pacific Northwest at Clark Construction.

Jeff Drain joins Arup’s San Francisco office as the Americas West power systems leader. Throughout his career, Drain has managed multidisciplinary projects as well as the permitting for renewable energy developments and detailed design of projects through to commissioning and operation. Marjan Gholamalipour joins Arup’s San Francisco office as the West program and project management business leader.

Tim Evans has joined Gensler’s Portland, Ore.-based team as project director for the region’s Higher Education Practice Area. Evans previously worked at Rafael Vinoly Architects and SRG Partnership.

Sandy Scott-Roberts has joined Brown and Caldwell as program management director as part of the firm’s California water reuse team based in Los Angeles. She previously served as principal engineer at the Orange County Water District.

Giroux Glass has named Jeffrey Heymann senior director of major projects based in Portland, Ore. Before joining the glass, glazing and architectural metals contracting company, Heyman served as vice president of MiTek – Benson.

Sarah Wortman has joined Architecture and design firm MG2 as director of marketing based in Seattle. Wortman previously was Principal at Archmark and Director of Business Development at GGLO Design.

SWCA Environmental Consultants has named John Dietler senior vice president, West Region based in Pasadena, Calif. He previously served as vice president for SWCA’s Southern California and Pacific Islands subregion. Heather Gibson will assume the vacated role leading the strategic direction of the subregion including financial performance, client development, staff management, and scientific and technical quality.

Trey Wakefield has joined Ryan Companies as vice president of real estate development based in Seattle. Previously, he worked at Amazon in senior real estate and investment management roles.

Irvine, Calif.-based design firm Ware Malcomb has hired Peter Priebe as director, special practices. In this newly created role, Priebe will focus on business priorities such as practice diversification, practice leadership and Ware Malcomb real estate, while also providing oversight to the firm’s IT and human resource departments.

Shawn Mortensen has joined HITT Contracting as a director of business development for the firm’s Santa Clara, Calif. office.

Tustin, Calif.-based Taylor Design has named Linda Pearson as principal and director of Marketing. She previously served as director of marketing at R+C. Taylor Design also named two new principals: Director of Science & Technology Enrique Ceniceros and Director of Interior Design Stephanie L’Estrange.

Amy V. Kaufman has joined Parametrix as a senior consultant in the Seattle office focusing on in transportation and strategic planning, capital program management, infrastructure asset management and project management. She previously served as a senior consultant with Gannet Flemming. Jay Wilson has joined Parametrix as an owners’ representative with the Seattle Project Management/Construction Management group. He previously served as senior director of project management with Cumming Group.

Terracon has promoted Scott Lawson to the position of senior associate. He currently serves as a senior project manager in Terracon's Southern California Metro region. His duties will include managing teams performing geotechnical services for bridges, highways, port facilities, railroads, airports, buildings and warehouses, schools, and public works facilities.

Chris Black has been named group manager of site development for Anchorage, Alaska-based R&M Consultants. Black joined the firm in 2015 and previously worked as a senior project engineer for company’s Site Development Group.

Jessica Fiore has joined the leadership team at Concord Calif.-based Bay Cities Paving and Grading Inc. team as director of learning and development. She will be tasked with addressing the recruiting, retention and employee development of the firm.

Seattle-based Weber Thompson has promoted Rachael Meyer to director of sustainability. She previously served as the firm’s landscape architecture principal.
