Brian GreathouseBrian Greathouse has joined consulting firm Garver’s transportation team as leader in Houston. He joins the firm with over 20 years of experience in civil engineering management, hydrologic and hydraulic modeling, storm sewer and regional reservoir design, flood control structures, hydrodynamic modeling and GIS. Luke Freedle, firm transportation project engineer in Arkansas, was selected for the latest six-week ACEC Arkansas Emerging Leaders program. He will join 16 other state engineers in expanding leadership skills. Freedle joined Garver six years ago.


Jason Martin

Manhattan Construction has named Jason Martin vice president of operations. He will oversee the company’s national safety leadership team and programs and oversee Tulsa operations. He had been firm operations manager in Tulsa.

Pape-Dawson Engineers, San Antonio, has hired Keith Ikels as vice president for information technology. In this role, he will manage the structure of data centers, storage, telecom and networking. Ikels will also lead efforts in development and management of products, data and projects. He has held executive IT roles for USAA. Most recently, he also served as chief information officer for Sirius Computer Solutions.

HNTB has elevated Scott Haywood to corporate senior vice president and president of its central division, which includes offices in nine states. Joining the firm in 2015, he is based in Austin and had led its south and central Texas offices. Haywood also is vice chair of mobility on the Greater Austin Chamber of Commerce board of directors and serves on its executive committee.

Patrick Burke has joined Dallas-based Premier as its senior vice president of architecture. He had been vice president and principal at BRR Architecture. Prior to that, he was chief operating officer and principal at RHA Architects for four years.

Jennifer Sloan Ziegler

Jennifer Sloan Ziegler joined Neel-Schaffer as an environmental senior project manager. Based in Jackson, Miss., she will provide environmental and coastal engineering management and design services for its U.S. clients while also assisting in business development. Ziegler has 13 years of experience as an environmental project engineer and manager working for consulting firms, a university, the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service and U.S. Senate, according to the company.

Barry Goldstein has joined New York City-based planning, architecture and interior design firm JCJ Architecture as its associate principal and managing director in Tulsa, responsible for operations in that office and in Phoenix, Las Vegas, and San Diego. Senior project manager Jim Healy also was elevated to firm associate. He and Sean Pendley, associate and senior project architect, also have been appointed as the firm’s Tulsa studio leaders.

Rico Tijerina

Rico Tijerina recently joined Hanson Professional Services Inc. in Corpus Christi, Texas, as a roadway technician. He will provide services for road projects, performing engineering calculations, analysis and design and supporting preparation of construction plans.


Sydney Byrne

American Global welcomed Sydney Byrne as vice president and project risk adviser, based in the Dallas area. She worked at Aon Risk Insurance Services and Marsh & McLennan Cos. as a program manager and administrator.



JoAnn Delao

Hunter has elevated JoAnn Delao to corporate health, safety, security and environment (HSSE) manager, based in Deer Park, Texas. She now oversees and implements corporate safety training, continuing education and emergency preparedness related to U.S. Occupational Safety and Health Administration safety and regulatory compliance. Delao joined Hunter in 2015.


Michelle Alvarez

Michelle Alvarez, a water-wastewater engineer for Hanson Professional Services Inc. in Corpus Christi recently earned her Texas professional engineer license. She provides services that include wastewater engineering, water distribution system modeling and waterline replacement. Alvarez also has an Envision Sustainability Professional designation from the Institute for Sustainable Infrastructure.

Todd Reeves

Skanska has elevated Todd Reeves to vice president and North Texas account manager. A 24-year industry veteran, he began his career as a Skanska intern, the company says. He has served on construction teams for clients that include IBM, Royal Bank of Canada, University of Texas, Collin College and Dallas-Fort Worth Airport, Skanska also says.


Luce Bassetti

Jacobs named Luce Bassetti as its Americas coastal resilience director. A coastal and port specialist, she has managed numerous regional and international projects. Bassetti now is working on the resilience upgrade of Tyndall Air Force Base in Florida after Hurricane Michael devastated the site in 2018.


Steven J. Miller

Steven J. Miller has been named chief strategy officer for Halff, replacing Russell Zapalac, who has retired. Miller had served as its mobility solutions leader since July 2022. He joined the firm in 2017 as senior vice president and transportation practice leader. Miller has also served on Halff’s board of directors for four years.

Natalie Pagano, director of marketing and communication at Tulsa-based Manhattan Construction Co., has been named a Fellow of the Society for Marketing Professional Services (SMPS) .
