Nineteen-year Webcor veteran Matt Rossie has been promoted to chief operating officer. He will lead Webcor strategy and executive management and operations. Rossie most recently served as senior vice president, where he oversaw design-build and public-private partnerships.

 

Northern California’s Quattrocchi Kwok Architects (QKA) named Joel Williams project manager and studio lead. He will head the firm’s Pleasanton, Calif., office.

 

Skanska named Steve Agor vice president of business development. Based in Riverside, Calif., he will continue to lead development of West Coast civil operations.

The Associated General Contractors of California has hired Mandy Powers as director of labor relations. Powers most recently worked as the Walsh Group’s project compliance manager for the Crenshaw/LAX Transit Corridor project. AGC of California also named Roger Uy as labor contracts and regulatory manager.

 

Anthony BauerAnthony Bauer was named HNTB tunnel practice lead for the West region. Bauer, based in Los Angeles, joined the firm in 2019 and previously served as national tunnel practice operations manager-West. Also, HNTB named Terry Nash West division sales officer. He most recently served as project manager on LA Metro’s Gold Line Eastside LRT Extension Phase 2 and the Orange County Transportation Authority’s OC Streetcar.

 

Mark D. Anderson has joined Alaska’s R&M Consultants as group manager of structural engineering. He will oversee design and development of the military, commercial, institutional and educational sectors. He will support bridge, transportation, site development, utility, port and harbor projects.

Steve RichardsSteve Richards has been appointed president of Shimmick Construction, a wholly owned company of AECOM. Richards is responsible for infrastructure and mining project operations, including rail and transit, highways and bridges, water resources, hydropower and mine development and operations. With 38 years of experience, Richards was most recently the executive vice president of national operations of AECOM’s civil construction business unit.

 

Flavia Grey will lead ZGF Architects’ data and research and development group. Based in the Seattle office, Grey will partner with clients and project teams to incorporate data-driven decision-making into design, development and construction. Grey earned a doctorate in civil and environmental engineering from Stanford.

 

Silicon Valley-based Anderson Brulé Architects has hired Mark Schoeman as design principal. Schoeman’s 35 years of experience includes work on projects in K-12 and higher education, health care, residential and community work.

 

Affordable housing developer Jonathan Rose Cos. LLC has hired Yusef Freeman as managing director for California, based in Oakland. Formerly with PGIM, Freeman’s work includes post-Katrina developments in New Orleans, San Francisco’s Alice Griffith Choice Neighborhoods Initiative redevelopment and Sacramento’s Twin Rivers Choice Neighborhoods Initiative.
