Pamela Monastra now is senior vice president and head of communications for the contractor’s building construction operation; she had been head of internal communications. Tina Millán is elevated to national market leader for aviation at New York City-based WSP USA; she had been a senior vice president. Michael Mondshine has been elevated to senior vice president and director of sustainability, energy and climate change services; he had been a vice president of sustainability and energy. Bernard P. McNeilly was named lead of program management and construction management in a new 1,200-person corporate unit that will work across all markets.
