Florida-based Kaufman Lynn Construction hired 35-year industry veteran John Wilkins as regional senior vice president for its new Raleigh office. Wilkins will be responsible for management and strategic planning for the region, with an initial focus on hiring staff.

Kimley-Horn named Steven E. Lefton as the engineering firm’s new president. The firm also announced that CEO John C. Atz, formerly president, moved into the role of chairman. Additionally, former chairman Brooks Peed transitioned to the position of chairman emeritus. Lefton, a 21-year veteran of the firm, began his career as a landscape architect/urban designer in Miami. He previously led the firm’s Mid-America region.

Turner Construction promoted TJ Sellers to manager of preconstruction services for its Central Florida office, where he will lead the estimating team and be responsible for all preconstruction deliverables. Sellers joined Turner in 2010 and previously served as lead estimator.
 

Billy Matthesen was appointed manager for special projects for PCL Construction’s Florida buildings group. Matthesen, who began his career with PCL in 2003, recently worked as a project manager.
 

McCarthy Building Cos. announced the promotion of Bobby Campbell to senior vice president and Atlanta market business unit leader for the firm’s newly formed Southern region, which combines the previous Southeast and Texas regions.
 

Will Senner has been promoted to the position of vice president of preconstruction for Skanska USA’s North Carolina/Virginia operations. Based in the firm’s Durham, N.C., office, Senner will coordinate project assignments with local and regional preconstruction directors.

Construction management firm CHA Tech Services hired Aubrey Shah as project manager in its Atlanta office. Shah has more than seven years of experience leading teams for commercial and government construction.

Choate Construction Co. hired Tom Key as director of preconstruction for its Raleigh office. Key has 35 years of related construction experience; his past  roles include chief estimator, senior preconstruction manager and superintendent.
 

Michael McKibben has been named a senior vice president and director of environment for the water and environment business at WSP USA in Atlanta.

DeAngelis Diamond promoted Craig Bryant from executive project manager to director of project management for the firm’s Naples, Fla., region.

Frampton Construction Co. has added Brandon Denney as assistant preconstruction manager in its Charleston, S.C., office. Denney previously worked with Balfour Beatty Construction.

Lina Lwambagaza has joined Hanson Professional Services Inc.’s Jacksonville, Fla., office as a transportation and traffic designer. In this position, Lwambagaza’s responsibilities will include collecting data and developing travel demand models.
