Crews broke ground in February 2014 to expand Phillips 66’s storage and ship loading capacity for natural gasoline, butane and propane exports at its Freeport facility. To take advantage of the market opportunity for the export of natural gas liquids, the aggressive schedule eliminated bidding and instead negotiated a sole-source agreement with the construction and design teams. Construction began almost a year before contract terms were finalized.

Working at an established site required the team to navigate around existing structures, and deliveries had to be carefully sequenced. Crews worked seven days a week to contend with weather delays. Double shifts were ultimately required to ensure on-time completion.
