Charles-AvolioCharles D. Avolio has joined Boston-based Suffolk Construction as president of its New York City operations. He had been vice president and general manager at Turner Construction. Suffolk says Avolio is a founding board member of the U.S. Green Building Council’s New York chapter, now known as Urban Green, and is a former co-chairman of the Building Trades Employers’ Association.

STV announced several executive promotions. Named as new senior vice presidents are Christopher Bailey, based in New York City, and Joseph F. North, based in Newark. Bailey is national director of the project controls group in the firm’s construction management division. North currently supports the firm’s work on the $5-billion public-private partnership to expand Ottawa’s light rail program. Sokol Bejleri was named vice president and serves as the lead project executive for several contracts the firm has with the New York City Housing Authority.

The American Society of Mechanical Engineers, New York City, with about 130,000 members worldwide, has expanded its executive management team. Named to the newly created position of deputy, executive operations, is Elena Gerstmann. She had been staff executive for corporate activities at the Institute of Electrical and Electronics Engineers. Jeff Patterson joins ASME as associate executive director in charge of marketing. He was a group president at ALM Media. Luis Rodriguez now is associate executive director for technology services. He had been a senior technology manager at Westwood One and Viacom. William Garofalo; Noha El-Ghobashy; Michael Ireland; Michael Merker; and Laurel Raso were promoted to associate executive director.

Perkins+Will has named Gregory T. Waugh as New York City office director and senior project manager in its corporate, commercial and civic market sectors.

Design firm Arup has named Mahadev Raman as director of Arup University, the firm’s internal research and learning program for its 13,000 staff members. He had been chairman of Arup’s Americas region and is a principal and board member.

Melissa LiebermannMelissa Liebermann, former New Jersey deputy state comptroller, has joined K2 Intelligence, a New York City-based firm that provides construction integrity monitoring and risk management services, as managing director. In her prior role, she oversaw audits of government programs, probes of government employee misconduct and contract reviews.

Jerrold Dinkels has joined AFG as director of program and construction management in its New York City office.

Larry Spraker has joined VHB as Northeast region applied technology manager, now based in Albany, N.Y. His new role follows the Watertown, N.Y.,-based design firm’s March 9 announced purchase of Fountains Spatial Inc. He had been president of the firm, which specializes in geographic information system services. Austin Fisher, former vice president, now is senior GIS project manager at VHB.

V.J. Scozarri & Sons Inc., Pennington, N.J., has hired Peter M. Elliott as a project manager. He had been with Amerada Hess Corp.

Madeleine Stolper has joined Levien Co., New York City, as project manager. She will oversee a 25,000-sq-ft warehouse renovation and two independent school projects.

Mueser Rutledge Consulting Engineers, New York City, has announced several promotions. Steven R. Lowe and Andrew R. Tongnon now are senior associates. Farid F. Vastani and Jesse L. Richins have been elevated to associate.
