David Lowdermilk has been hired by Parsons Brinckerhoff, Philadelphia, as statewide transportation manager for Pennsylvania. Lowdermilk previously served as regional vice president at Pennoni Associates, where he led the firm's transportation practice.

The Washington, D.C., office of SmithGroupJJR has hired Vladislav Torskiy as senior medical strategist. Torskiy, who has nearly 30 years of experience, previously worked at HKS's consulting subsidiary, Knox Advisors.

Richard Bennett has joined Bowman Consulting, Richmond, as director of right-of-way and utility coordination services. Bennett has more than 46 years of experience, including 37 years at the Virginia Dept. of Transportation.

Derek Gallardo has been hired by GHT Limited, Washington, D.C., as director of business development. He previously worked at GHT in a technical role and returns to lead the firm's efforts to grow client relationships and expand into new markets.


Dawood Engineering, Harrisburg, Pa., has hired Brian Ham as director of information technology. Ham previously worked at HP, where he was responsible for delivery of infrastructure architecture and engineering for health care and government clients.

Pamela Nelson has joined Pennoni Associates as director of marketing. She has more than 30 years of marketing experience, including 15 years with engineering, environmental and natural-resource consulting firms.
