However, gains remain well below rates posted by the state of Arizona and the nation, and Tucson has yet to recover all of the jobs lost during the Great Recession,” Hammond says. “Overall, Tucson is struggling to adjust to lower levels of federal government activity, which makes up a large share of the local economy. Modest job and population growth is contributing to a sluggish rebound in construction activity.”
