Las Cruces Home Builders Association "It looks like from a new-start perspective that starts are going to be down. We hoped that the market was going to pull up, but it hasn't," Chavira says. "There are some shining points of light that show that things are happening, but not enough to show that we have turned a corner. For the rest of 2014, we probably at worst will remain flat, but we continue to be hopeful and look to gain momentum in 2015." Chavira added that proposed local regulations restricting development near arroyos could further dampen growth.
