Mr. Cupples has over thirty years of experience in the design and construction of heavy civil infrastructure. He is currently the Amtrak Assistant Vice President for Program Development and Project Services, where he oversees Delivery Strategy, Commercial Strategy, Contract Management, Project Controls, Cost Estimating, NEPA, Workforce Planning and External Partnerships across the enterprise.
His previously served in a variety of roles for the Montgomery County (MD) Department of Transportation including as Chief of Engineering and Deputy Director for Transportation Policy. He also has over a decade of experience as a consulting structural engineer and project manager for federal, state, local and international clients.
He is a licensed professional engineer and holds a bachelor’s degree in civil engineering from Worcester Polytechnic Institute and a master’s degree in civil engineering from the University of Maryland.
