A native of the Pacific Northwest, David Sweet graduated from Washington State University in 2003 with a Bachelor of Science degree in Mechanical Engineering.

Mr. Sweet began his Federal career in January 2004 as a mechanical engineer at Puget Sound Naval Shipyard (PSNS) in the Code 200 Engineering and Planning Department. Over the next four years he supported the execution of various nuclear submarine projects in both Bremerton, WA and San Diego, CA.

In July of 2008, Mr. Sweet accepted his first supervisory position as the Project Engineer for USS Seawolf (SSN 21) and USS Connecticut (SSN 22) intermediate level maintenance following the change of homeport of these vessels to the west coast. In this position he served as the senior technical representative on the project, executing numerous continuous maintenance availabilities (CMAVs) between 2008 and 2011, and the fiscal year 2012 USS Connecticut Depot Modernization Period (DMP) between 2012 and March of 2014.

In April of 2014, Mr. Sweet moved with his family to Japan to accept a position as the Chief Engineer of PSNS Detachment Yokosuka. In addition to the overseas transition, this was also a transition from nuclear submarines to nuclear aircraft carriers. Over the next four years, he executed and certified two USS George Washington (CVN 73) Selected Restricted Availabilities (SRAs), three USS Ronald Reagan (CVN 76) SRAs, and numerous CMAVs. In this position he also served as the Deputy Engineering Manager for the Code 2300 Nuclear Engineering and Planning Department.

In July of 2018, Mr. Sweet returned to Bremerton to serve as the Human Resources, Training, and Processes Division Manager; responsible for staffing, financial management, and other administrative functions of the 1200 person PSNS Engineering and Planning Department. In this position he also negotiated (on behalf of the PSNS Commanding Officer) the Collective Bargaining Agreement signed in November 2019 with the International Federation of Professional and Technical Engineers (IFPTE) Local-12 labor union.

Mr. Sweet accepted a position in March of 2020 with Naval Facilities Engineering Command to lead the newly established Naval Sea Systems Command (PMS 555) Program Management Office, responsible for executing the Shipyard Infrastructure Optimization Program (SIOP) at PSNS. SIOP is a multi-billion dollar effort to modernize the four public shipyards.
