Emma Kaplan has built her career in government with 15 years of federal and city experience, including her current role within the office of Los Angeles Mayor Karen Bass. Emma oversees the city’s operational planning across public safety, transportation, city services, energy and water and aviation for the upcoming major Games, including the 2026 FIFA soccer World Cup and the 2028 Olympic and Paralympic Games. She previously served as Executive Officer for Strategic Planning and Administration for the Mayor’s Office of Public Safety.

Emma previously worked in Washington, D.C. for Speaker of the House Nancy Pelosi. During the 116th and 117th Congresses, she served on the Speaker's Floor team, most recently as Deputy Floor Director, overseeing daily Floor operations, determining best pathways for passage of legislation and mobilizing votes in the House Democratic Caucus. Emma received her B.A. in political science from Macalester College and her Masters of Public Policy from the University of California, Berkeley.
