Agreement marks end of several years of legal disputes between Denver Water and Boulder County over the disruptive nature of Gross Reservoir construction.

The $11-million project to raise Hell Hole Dam in Foresthill, Calif., was never going to be easy. Built in 1966, the earth-and-rock embankment dam impounds two rivers to form Hell Hole Reservoir in a rugged, remote location. 

The contractor has completed 50% of the concrete lining of the first major portion of the $1.9-billion program, now called the Dig Indy Tunnel System.

The four-year project increases storage capacity and replaces two aging concrete water storage tanks and a pump station built in 1963.
