Joe Cazares has 35+ years of global experience managing rail/transit and other infrastructure and facilities design/construction projects and is recognized nationally/internationally for leading high-performance teams on multibillion-dollar infrastructure programs. He has specialized in design and construction of large-scale programs involving challenging schedules and project phasing elements, including fast-track methods and multiple delivery systems, as well as team integration from various companies and cultures. A seasoned leader and problem solver with excellent bilingual communications skills, Joe has a 360° perspective from experience as an owner, construction manager, program manager, contractor and engineer. He has served as project director and director of infrastructure delivery for the $2.5B California High Speed Rail program, program manager for the $5.25B Panama Canal Expansion and Locks, and construction manager for the $3.3B Panama Canal Third Set of Locks design-build project. Joe also provided consulting support on CM/GC, value engineering, and risk analysis for the Metrolinx Regional Express Rail Union Station Trainshed Enhancement Project in Canada.

He holds a BS, Civil Engineering from the University of California, Berkeley and an MBA and Graduate Certificate in Project Management from the University of Texas, Dallas.
