Deborah Brown leads a team of professionals advising clients on public finance and implementation of alternative infrastructure delivery models including Public Private Partnerships (P3) and innovative financing solutions. Since joining WSP, Deborah has supported the Maryland Department of Transportation (MDOT) and Maryland Transit Administration on the successful solicitation for the Purple Line Light Rail P3 project; the District of Columbia on their P3 project for the renovation of the Metropolitan Police Headquarters; and serves as the Deputy Tolling Lead for the MDOT Traffic Relief Plan P3 Program.

Her 23-year career includes serving as FHWA strategic delivery team leader for the Office of Innovative Program Delivery where she led the development of the agency’s P3 Toolkit and Model P3 Contracts Guide. She held several leadership positions with the Virginia Department of Transportation (VDOT) including director of the Office of Innovative Finance and Revenue Operations; and served as the treasurer and director of financial management for the Georgia State Road and Tollway Authority (SRTA). While at VDOT, she led the financial and commercial negotiations for Virginia’s P3 program, which included the Capital Beltway Express Lane projects, I-95 Express Lanes, Pocahontas Parkway (initial construction and refinancing) and the Coalfields Expressway. She also directed the agency’s toll facilities; centralized electronic transaction clearing and customer service center operations which served all Virginia toll agencies; as well as represented all Virginia toll agencies on the E-ZPass Interagency Group (IAG) Executive Committee.

Deborah is a member of Women’s Transportation Seminar (WTS), American Road and Transportation Builders Association (ARTBA) P3 Board, COMTO, and the Association for the Improvement of American Infrastructure (AIAI). She earned a B.S. in Accounting and MBA from Virginia Commonwealth University.
