Water infrastructure in the South Texas-Border region reflects the challenges of serving fast-growing communities in one of the state's most water-constrained climates.

The South Texas-Border region faces persistent water supply limitations driven by arid conditions, variable Rio Grande flows and continued population growth in border communities. Regional planning efforts have focused on securing reliable supply while improving treatment and conveyance systems that serve both urban centers and smaller municipalities.

Projects advanced through the regional planning process emphasize a mix of surface-water optimization, treatment upgrades and nontraditional supply strategies. While long delivery timelines and regulatory complexity remain constraints, several projects have progressed far enough in planning to compete for state financial assistance as funding is sequenced through Texas Water Development Board programs.

The following projects illustrate how planning readiness is shaping activity in the region:

1. Brownsville Public Utilities Board has advanced water treatment and system reliability projects tied to Rio Grande surface-water supplies, with improvements identified in the adopted regional water plan.

2. City of Laredo is pursuing phased water treatment and conveyance upgrades designed to maintain service reliability amid continued population growth and industrial activity along the border.

3. Regional Desalination and Brackish Groundwater Strategies have been identified in regional plans as longer-term supply options, including preliminary planning for treatment and conveyance components needed to integrate nontraditional sources.

4. Interconnection and Emergency Supply Projects among smaller border utilities focus on improving redundancy and resilience during drought conditions and periods of reduced river flows.
