North Texas enters the current funding cycle with one of the deepest benches of water projects in the state, reflecting years of advance planning by large regional utilities serving the Dallas-Fort Worth metroplex. Many projects in the region are already embedded in adopted regional water plans and utility capital improvement programs, reducing uncertainty as financing shifts from authorization to implementation.

That planning maturity positions North Texas to compete early for state financial assistance administered by the Texas Water Development Board, particularly for treatment plant expansions, reuse initiatives and system reliability upgrades. While cost escalation remains a constraint, utilities in the region have generally structured projects in phases, allowing scope and timing adjustments if bid prices exceed early estimates.

The following projects illustrate how planning readiness is shaping early movement in the region:

1. Tarrant Regional Water District has advanced multiple systemwide treatment and conveyance improvements included in the adopted regional water plan, positioning the projects to pursue state financial assistance as funding is sequenced.

2. North Texas Municipal Water District has identified treatment plant expansions and reuse-related projects tied to long-term population growth across its service area, with feasibility and preliminary design completed for several components.

3. City of Dallas is pursuing water treatment and transmission upgrades focused on system reliability and regulatory compliance, with projects carried forward into the current planning cycle.

4. City of Fort Worth has outlined phased water system modernization projects designed to preserve capacity and operational flexibility as demand continues to rise.
