The ENR regional editors have selected two companies for 2018 Contractor of the Year honors in the Mountain States region: R&O Construction, Ogden, Utah, for the Intermountain area; and Milender White, Arvada, Colo., for Colorado, Wyoming and the Dakotas.

R&O Construction

R&O Construction is a 39-year-old, Utah-based general contractor with 180 full-time employees. The firm specializes in municipal buildings, hospitality, senior-care buildings, manufacturing facilities, offices, renovations and remodels, mixed-use developments and higher-education buildings, among its many project types. R&O also is a statewide leader in sustainable projects and has achieved 100% LEED accreditation for its project engineers.


Sample of key regional projects underway:

  • On-Campus Housing for Utah Valley University, $90 million, 1,600-bed student facility with dining halls and parking.
  • Computer & Automotive Engineering Building, Weber State University, $20 million, 50,000 sq ft.
  • Kearns Library, Kearns Utah. $9.8 million. 34,534-sq-ft municipal library, LEED Gold.
  • Prospector Mixed-Use Development, Park City, Utah. $11 million, 40,857 sq ft. First project in Utah to use structural cross-laminated timbers.

Milender White

Milender White, headquartered in Colorado, with an office in Southern California, specializes in hospitality, senior-living facilities, renovations, mixed-use, multifamily and office projects, especially office and residential towers, in addition to infrastructure and a breadth of other commercial and government work.

MW’s new development team is on schedule to break ground this summer master-plan developer on Fourth Street Crossing in Silverthorne, Colo. MW also is the co-developer and general contractor of a new apartment community in Aurora, Colo., that includes 36,000 sq ft of retail and 216 apartments. That development broke ground in April.


Sample of key regional projects underway:

  • Parq on Speer, Denver. $123.3 million. This mixed-use development by Greystar is located on a 2.2-acre in south central Denver.  The 16-story high-rise includes 302 residential units, ground-floor retail and four levels of structured parking totaling 500 spaces.
  • 18M, Denver. $98.1 million. 18M is a mixed-use development located in Lower Downtown Denver. The 11-story urban-infill project includes 282 residential units, ground-floor retail and two levels of below-grade structured parking with 304 spaces.
  • The Pullman, Denver. $82.3 million. The Pullman is a mixed-use development located in Denver’s Union Station neighborhood. The 14-story high-rise includes 168 residential units, ground-floor retail and two-levels of below-grade structured parking with 208 spaces.
  • Parc Mosaic, Boulder, Colo. $75.9 million. Parc Mosaic is a five-building, 226-unit apartment community totaling 395,155 sq ft. The residential buildings are three stories above a one-level structured parking garage with 486 spaces.
