The list is based on Dodge Data & Analytics as well other sources. Below is a preliminary list of 10 of those top starts listed in alphabetical order from the region, which comprises of Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia and West Virginia.
The preliminary list is subject to change as we gather additional information prior to publishing the rankings.
