Interesting article about community input into bonuses awarded to contractors on the Minneapolis light rail project.

My question to all the Mr. Anonymouses out there is this: What do you think about community-input-driven bonuses? Should they be more specific? Or should the owner simply include community-related concerns in performance measures within contracts?

(This question is NOT about the merits or drawbacks of light rail in general– it’s about the role of community stakeholders in awarding contractor bonuses.)
