Kenneth C. Hover has assumed the presidency of the American Concrete Institute, Farmington Hills, Mich., following the recent death of president Richard Stehly. Hover, a professor of civil and environmental engineering at Cornell University, Ithaca, N.Y., had been vice president.
RBF Consulting, an engineer-planner based in Irvine, Calif., has appointed Mike Giorgione as energy- services market leader and vice president in its San Diego office. Giorgione retired from the U.S. Navy as a rear admiral this past May; his positions included vice commander for NAVFAC Pacific Division, commanding officer at Camp David and executive officer of Public Works Center Pearl Harbor.
